So that's what all the hullabaloo was about? It was poorly phrased, but it seems pretty clear that what was meant was that we'd be trying to figure out what the terrorists would be likely to try next. In chess terms, thinking about what your opponent will be doing a few moves into the future.

Yes it's clear what he meant, however neither the speech writer, who is no doubt backed up by scads of staff, nor the President saw fit to make it any clearer.
And that doesn't address the 'offend' vs. 'defend' mistake.
Or the fact that this was not an isolated case.
